GOVERNOR BASSEY EDET OTU SIGN CROSS RIVER STATE LOCAL GOVERNMENT AMENDMENT BILL 2025.

The Governor of Cross River State, His Excellency Sen. Prince Bassey Otu has signed the Local Government Amendment Bill into law, the bill aim to bring about significant improvements to the third tier of government. It is designed to accelerate economic development, encourage increased participation, and improve effective and efficient service delivery at the local government level.

 

Key amendments to the Principal Law include increasing the number of departments from 7 to 12 in section 4(4), adjusting the percentage of funds allocated from Local Government Councils to key MDAs in section 5(2) for better efficiency, and assigning responsibilities for humanitarian affairs, peace and conflict resolution, border issues, and sports to the Vice Chairmen of Councils in section 20(1). Additionally, section 21 mandates that all appointments to Executive Councils must reflect Federal Character.

Further amendments include sections 22(3) and (6), which bolster the roles of the Secretary of Council and the Clerk of the Legislative Council by allowing for additional staff. Sections 22(a) and 22(b) establish statutory appointments of up to 50 individuals and appoint Ward Relations Officers with the status of Special Assistants for each Council Ward.

These changes are expected to enhance service delivery and improve government benefits at the grassroots level.
