Governor Otu’s Vision for a Brighter Cross River: A Budget of Inclusive Growth
Cross River State Governor, Senator Bassey Otu, has presented a ₦780.59 billion budget for the 2026 fiscal year, dubbed the “Budget of Inclusive Growth”. This budget aims to consolidate the gains of his administration’s People First philosophy, focusing on human capital development, revenue base strengthening, and securing a prosperous, peaceful, and resilient Cross River State.
– 67% allocation to capital expenditure :₦519.6 billion will be invested in capital projects, while ₦260.96 billion will cover recurrent spending.

– Shift to Human Development Index (HDI):Governor Otu announced a shift from GDP to HDI, emphasizing that development will be measured by the well-being of citizens.
The governor emphasized that the budget is designed to strengthen the state’s revenue base, drive human capital development, and secure a prosperous future for Cross River State. He also highlighted the importance of transparency and accountability in governance.

– Routine immunization coverage :Cross River State ranked number one nationwide with 95% coverage
– Road projects: Several major road projects are underway, including the Adiabo-Ikoneto Road and the dualization of the Esuk Utan–Depot Road
– Obudu Passenger and Cargo Airport:Work on the airport has reached an advanced stage
– Bakassi Deep Seaport:Pre-construction negotiations are ongoing
The governor also emphasized the importance of inclusive growth, citing plans to operationalize the Cross River Social Investment Programme (CRSIP) to empower vulnerable groups. With a focus on people-centric development, Governor Otu’s budget aims to create a brighter future for Cross River State.
