DSS Arraigns Seven IPOB Commanders Linked to Simon Ekpa on Terrorism Charges
The Department of State Services (DSS) has filed terrorism charges against seven key commanders of the Indigenous People of Biafra (IPOB) linked to Finland-based separatist figure Simon Ekpa. The suspects were arraigned before the Federal High Court in Abuja on three separate cases: FHC/ABJ/CR/632/2025, FHC/ABJ/CR/633/2025, and FHC/ABJ/CR/634/2025
According to the DSS, the suspects received funds and other material support from Simon Ekpa and other foreign-based members of IPOB. The agency identified the suspects as IPOB commanders, arms dealers/couriers, Eastern Security Network (ESN) fighters, and foot soldiers funded and directed by Ekpa
One of the key suspects, Ibrahim Ali Larabo, an illegal immigrant from Niger, was accused of operating an unlicensed bureau de change and providing financial services for the Ekpa-led proscribed group. He allegedly received and disbursed large sums of money for IPOB terrorism activities in the southeast

Simon Ekpa, who leads a faction calling for an independent Biafra, is currently serving a six-year prison sentence in Finland for promoting terrorism in Nigeria. The DSS has been working closely with international partners to bring perpetrators of terrorism to justice
The DSS’s actions demonstrate the Nigerian government’s commitment to tackling terrorism and insecurity. The outcome of this case will be closely watched, and it remains to be seen how the suspects will respond to the charges.
