Nigeria’s Electricity Customers Rise to 11.96 Million, Metering Rate Improves

The Nigerian Electricity Regulatory Commission (NERC) has reported a steady increase in active electricity customers, reaching 11.96 million in August 2025. This growth is attributed to ongoing metering efforts across the country, with 70,888 new customers metered in August.

The metering rate has also improved, reaching 55.01% in August, up from 54.71% in July. This progress is a result of reforms and investments in customer management by Distribution Companies (DisCos), aimed at enhancing billing transparency and consumer trust. Eko, Ikeja, and Abuja DisCos are leading the way in metering coverage, with rates of 84.25%, 84.83%, and 73.92%, respectively.

In April, NERC penalized eight DisCos for failing to adhere to monthly energy caps imposed on estimated billing for unmetered customers. The affected companies were fined over ₦628 million and directed to provide credit adjustments to affected customers.

In the second quarter of 2025, DisCos installed 225,631 meters, marking a 20.55% increase compared to the first quarter. The majority of these meters were installed under the Meter Asset Provider (MAP) framework and the Meter Acquisition Fund (MAF) scheme .

With the metering gap still a significant challenge, NERC’s continued efforts to improve metering coverage and billing accuracy are crucial. The commission’s recent approval of ₦28 billion for DisCos to procure and install meters for unmetered customers is a step in the right direction.
