Nigeria’s Constitutional Review Process Gets a Boost: New Deadline for Memoranda Submission

In a significant development, the House of Representatives has extended the deadline for submitting memoranda on the creation of new states and local governments to March 26, 2025. This move aims to provide more time for stakeholders to refine and resubmit their legislative proposals, aligning with Section 8 of the 1999 Constitution (as amended) ¹.

The extension comes after the House Committee on Constitution Review received memoranda proposing the creation of 31 new states, none of which met the constitutional requirements. To be eligible for consideration, proposals must garner support from at least two-thirds of elected parliamentarians representing the affected area in the Senate, House of Representatives, state House of Assembly, and local government councils.

Three hard copies should be transmitted to the Secretariat of the Committee Room H331, House of Representatives White House, National Assembly Complex, Abuja.
Soft Copies

Deadline

The new deadline for submission is Wednesday, March 26, 2025.
